Description of Project

The elements of the DKK 400 million UNNATI programme focus on: 

• Value chain and agribusiness development
• Access to finance and outreach of financial services
• Infrastructure development (rural roads and bridges);
• Public-private dialogue.

Special consideration was given to designing the programme in a post-conflict context and to the inclusion of marginalised groups of society. Considerations were given to donor coordination and harmonisation as well as to develop synergies with other Danida supported interventions e.g. linking agribusinesses up to renewable energy schemes supported by the National Rural and Renewable Energy Programme and to the Danida Business Partnership Programme; and working closely with the Human Rights and Good Governance Programme.

UNCDF was identified to implement Access to Finance under a delegated cooperation modality. The M&E framework for the programme was developed in accordance with the Standards established in the DCED M&E framework.

Types of services provided by legal entity

Provided a team of Process Consultants to support the Embassy of Denmark covering:

• Analysis of Government of Nepal policies and strategies including the Nepalese Three-year Development Plan;
• Consultations and dialogue with GoN, civil society, private sector and other development partners;
• Field investigations in Western and Eastern Nepal;
• Preparation of the Programme Identification Report including thematic analysis, stakeholder analysis, mapping of donor interventions, gender rolling plan, environmental screening, budget support assessment and a proposal for the programme interventions;
• Support to drafting the Programme Concept Note;
• Drafting ToR for feasibility studies and formulation teams;
• Preparation of standardised formats and templates for Programme Document and Component Descriptions;
• On-the-ground support and guidance to feasibility studies and formulation teams;
• Preparation of the Programme Document in accordance with the Danish Aid Management Guidelines; and
• Support to the Programme Appraisal Mission.

Description of Project

The objective of the assignment was to facilitate the preparation of a new National Rural and Renewable Energy Programme and for continuation of support to Nepal beyond the end of the Energy Sector Assistance Programme in 2012. The programme has three components: (i) Institutional support, including a Rural Energy Fund for provision of subsidies and credit; (ii) Technical Support covering biomass, solar and community electrification; and (iii) Productive Use of Energy.

NRREP was designed as a single-programme modality for the renewable energy sector in Nepal and is supported by Danida, Norad, DFID, KfW, ADB, WB, SNV and UNDP. The programme has a total budget of DKK 1 billion, of which Danida provides DKK 205 million.

Description of Project

Major pro-poor growth programme for rural Uganda (2014-2018). 18 months assignment to prepare documentation. Three components: (i) Agribusiness Initiative; (ii) Enabling Environment; (iii) Recovery in Northern Uganda. This is a follow on from the 2010-2013 U-Growth Programme. The new phase is based on the new Danish Strategy for Development Cooperation, which has a focus on human rights, green growth and sustainability. It will support Uganda’s National Development Plan. From the start, priority areas were support to agribusiness development, rural infrastructure development and maintenance, and support to the Government’s delivery of services to pro-poor growth.

Process Consultant: Supported Embassy of Denmark Growth Team in their formulation of the USD 90 million U-Growth II programme.

• Assembled and studied documentation specific to U-Growth;
• Carried out detailed stakeholder analysis relevant to the U-Growth II support;
• Identified preparatory studies needed and prepared detailed terms of reference;
• Assessed capacity of the different implementing partners;
• Analysed different Government policies and the findings from the different thematic studies including analysis of potential risks to the proposed programme;
• Consulted widely with key stakeholders including EoD, other development partners, agribusiness and transport interests, policy makers at central and local government levels; the proposed target groups;
• Supported the Embassy in a feasibility assessment for sector budget support, in updating the Gender Equality Plan and the Environment Screening Note;
• Elaborated the Concept Note and all programme documents and incorporated them, and all comments, into the final programme document and component descriptions.

The Programme for Danish Development Cooperation with South Sudan has four elements:

• Governance - support to building capacity at central and state level, Community Driven Development, and support to Gender initiatives;
• Economic development–livelihoods programmes implemented by Danish NGOs
• Social and human development – undertaken via humanitarian mechanisms and health, education and skills training programmes
• Conflict prevention and security – support to NGOs to address causes of conflict

Specialist capacity was provided in the area of economic development in a fragile state context to enable the Danish embassy to initiate a focussed formulation process around opportunities for economic development. Made recommendations on funding allocation of DKK 300m, identifying potential partners and areas of engagement, according to an analysis of funding need, absorption capacity and feasibility of engagement: Economic analysis, political economy, report writing.

Description of Project

The Zimbabwe Transitional Programme II (2010-2012) had a total budget of DKK 300 mill. . It consisted of components: Component 1: Agro-based Private Sector Recovery, Component 2: Zimbabwe Multi-Donor Trust Fund, Component 3: Governance and Human Rights. It was a high risk undertaking given the political and economic situation in Zimbabwe.

Two partners assisted with the appraisal for Phase II of the Danish support in light of the prevailing situation and with particular attention to the planned support around Agro-based Private Sector Recovery initiatives and the Danish contribution to the Multi Donor Trust Fund: Undertook economic and financial analysis, political economy, report writing.
